The All Hazards Emergency Management Plan (AHEMP) is an approach to planning, practicing and ultimately performing successfully when faced with severe challenges to both the business of patient care and the patient care itself. Purpose and Overview • To facilitate organization, cooperation, and communication between Florida home health agencies. • To facilitate organizational cooperation and communication between statewide emergency response entities, coalitions, local health departments, and HCAF. • To provide education, tools, and resources to support the planning, response, and recovery phases related to declared hazards in the state of Florida. • Individual HHA administrators, or a designated staff member, will serve as the “commander” for their agency throughout a disaster. • The AHEMP will serve as a mechanism to increase participation by HCAF members in the effective planning and implementation of their Comprehensive Emergency Management Plan (CEMP). • The AHEMP will serve as a vehicle to ensure that HCAF members are as prepared as humanly possible to meet the needs of those they service in their local communities during times of disaster.
