New State Loan Program Offers Low-Interest Financing for Innovative Home Health Projects
Florida home health agencies now have a unique opportunity to access state-backed, low-interest loans to fund innovative projects that improve patient care, operational efficiency, and workforce capacity.
The Florida Health Care Innovation Revolving Loan Program, established under section 381.4015, Florida Statutes, provides financial support to licensed health care facilities implementing forward-thinking solutions that strengthen Florida’s health care system. The program is administered by the Florida Department of Health (DOH) in partnership with the Agency for Health Care Administration (AHCA).
Who Can Apply
Eligible applicants include:
- Health care facilities licensed by AHCA under section 408.802, F.S. — including home health agencies.
- Educational or clinical training providers in partnership with licensed facilities.
Non-licensed organizations, startups, or individuals are not eligible.
What Qualifies as an Innovation
Projects must introduce new technologies, service models, or workforce strategies that measurably improve care quality, access, or efficiency. Examples for home health agencies may include:
- Implementing telehealth or remote patient monitoring systems.
- Expanding workforce development or clinical training programs.
- Reducing readmissions through enhanced care coordination.
Loan Details
- Loans may cover up to 50% of total project costs (or 80% for rural or underserved area applicants).
- Funding is capped at $5 million per project.
- A matching contribution of at least 50% (20% for rural/underserved applicants) is required.
- Applicants must submit a detailed project plan, AHCA license verification, financial statements, and IRS Form 4506-T.
Application Process
Applications are accepted through the Florida Health Care Innovation Loan Portal from October 3 through November 17, 2025 (11:59 PM ET).
Completed applications will be:
- Reviewed by the DOH and the Health Care Innovation Council.
- Evaluated for eligibility, innovation, and financial feasibility.
- Underwritten by a third-party administrator before final approval.
Recipients will be required to submit periodic progress reports demonstrating the project’s impact on patient outcomes, cost reductions, or workforce development.
