As we close out 2025, we extend our sincere thanks to our members, partners, and advocates for your continued engagement and support. Together, we delivered historic legislative wins, expanded access to care, strengthened the workforce, and elevated the voice of home care providers across Florida and beyond.

From securing unanimous passage of HCAF’s top legislative priorities to convening Florida’s largest home care conference and leading coordinated state and national advocacy efforts, 2025 was a year defined by action, results, and impact.

In recognition of these achievements, HCAF was named the inaugural recipient of the National Alliance for Care at Home State Association Award, honoring exceptional leadership, advocacy, and innovation in advancing care at home and amplifying the voice of providers and patients nationwide.

As we look ahead to 2026 and beyond, we remain committed to protecting access to care, supporting the workforce, and advancing practical reforms that help providers thrive and patients remain safely at home.

Major Legislative & Advocacy Wins

Both of HCAF’s 2025 Legislative Priorities Unanimously Approved

HCAF secured unanimous passage of House Bill 1353 and Senate Bill 1156 during the 2025 Florida Legislative Session — a rare achievement in a highly competitive year. Together, these bipartisan reforms modernized outdated statutes, strengthened the workforce, expanded access to care, and reduced regulatory barriers for home care providers statewide.

Hosted 2025 Home Care Day at the Capitol

HCAF convened 29 home care advocates for Home Care Day at the Capitol, resulting in more than 120 meetings with legislators — including every lawmaker serving on health care policy committees. Advocates delivered a unified message calling for regulatory modernization, workforce expansion, and Medicaid reimbursement improvements to strengthen access to care statewide.

Political Advocacy

The Home Care Political Action Committee (PAC) — a non-profit, non-partisan committee that supports candidates who understand and advocate for in-home care — concluded the year by raising more than $83,000 from 113 contributors to strengthen the home care community’s political voice and support key legislative leaders.

Flagship Event & Education Leadership

Hosted HomeCareCon 36th Annual Conference & Trade Show

HCAF convened more than 600 attendees at HomeCareCon 2025 in Orlando, delivering more than 50 education workshops and sessions, a two-day trade show with nearly 100 exhibitors, and up to 24 continuing education credits. The event highlighted innovation, workforce development, and advocacy engagement, including a Home Care Political Action Committee (PAC) fundraiser featuring Representative Gallop Franklin (D-Tallahassee).

Delivered 130+ Continuing Education & Professional Development Programs

HCAF hosted 132 education and professional development programs through conferences, workshops, and recurring webinar series serving Medicare, Medicaid, and private pay providers, including:

  • 12th Annual Home Care Warm Up (January, Deerfield Beach) and 8th Annual Private Care Symposium (October, Coral Springs)
  • Two statewide Home Care Connection series (May and November)
  • Blueprint for Outcome and Assessment Information Set (OASIS-E1) Accuracy workshops and certification exams (February in Riverview; September in Altamonte Springs)
  • Monthly Home Health Hot Topic and Private Duty Lunch Chat webinars for Medicare-certified and private pay providers, respectively
  • Monthly Thrive Thursday Provider Town Hall meetings offering a direct forum for issue-sharing, best practices, and policy updates
  • Three-part webinar series covering the Home Health Consumer Assessment of Healthcare Providers and Systems (CAHPS®), Home Health Value-Based Purchasing (HHVBP) Model, Medicaid Electronic Visit Verification (EVV), palliative care, and leadership

Advocacy, Policy & Regulatory Leadership

HCAF remained deeply engaged in state and federal advocacy throughout 2025, ensuring provider realities and patient access remained front and center.

  • Participated as a key home care voice in State of Health Roundtables in Miami and Tampa, hosted by Representative Gallop Franklin (D-Tallahassee)
  • Supported a five-year extension of the Acute Hospital Care at Home waiver
  • Submitted formal comments to the Occupational Safety and Health Administration (OSHA) advocating for flexible, workable heat safety standards for home care
  • Supported Florida’s proposed Medicaid eligibility redetermination exemption for permanently disabled individuals
  • Joined more than 150 organizations opposing proposed 2026 Medicare home health payment cuts
  • Supported the Managed Medical Assistance (MMA) Section 1115 waiver amendment to fully implement Family Home Health Aide (FHHA) reforms
  • Submitted comments to the Agency for Health Care Administration (AHCA) on FHHA training rules, data breach transparency requirements, and Excellence in Home Health Program reforms
  • Submitted recommendations positioning home health as a core component of Florida’s Rural Health Transformation Program (RHTP) application
  • Led Florida’s delegation in the National Alliance for Care at Home advocacy fly-in in Washington, D.C., engaging nearly all Florida congressional offices
  • Submitted comments and joined national coalitions opposing the Centers for Medicare & Medicaid Services' (CMS) proposed 9% Medicare home health cut and calling for targeted federal deregulation
  • Published the 2025 Florida Legislative Session Report, providing in-depth analysis of legislative wins, budget decisions, and ongoing challenges

Workforce, Data & Member Resources

Organizational Leadership & Engagement

  • Amended bylaws and established an Interim Medicaid Specialty Director position to strengthen Medicaid provider representation
  • Announced the 2025–26 HCAF Board of Directors, enhancing provider representation
